There are more and more funds available in the borders of various EU programs and funds. It depends on executing administrative details – called by EU “administrative capacities” – for Romania to be able to use those opportunities and absorb the money.
In some of the previous programs, too many projects weren’t financed because of “unjustified expenses”, which means that all administrative details weren’t right. On the other hand, there are many potential projects that can boost the efficiency of the Romanian organisations, yet they lack funds and never start due to poor know-how and dedicated support in accessing the EU programs.
